CLEAR Research Reports

A CLEAR Research Report is a public research brief about one place or entity — a facility, a proposed project, a school, a hospital, a monitoring site, a county or a ZIP code area. It gathers the public records and environmental data the PulmHealth Foundation holds in CLEAR and states plainly what they show, what they do not show, and where records are missing.

What a report does

What a report does not do

Reports do not decide whether anyone broke a law, caused pollution, harmed anyone's health or complied with a permit. Those are determinations for agencies and courts. Questions that ask for them are routed to Foundation review or declined.

How requests work

  1. Search CLEAR for the subject and confirm it is the right record.
  2. Choose a report template and its scope (radius, dates, pollutants, modules).
  3. Optionally add public source links or PDF documents. Uploaded documents are quarantined until a Foundation reviewer checks them.
  4. Review the scope and give consent for a public report.
  5. Submit. Requests are queued strictly in submission order. The Foundation aims to publish within 48 hours, but that target never overrides validation and review.

There is no charge for a report. Donations are optional, never affect the order, scope or conclusions of any research, and are not collected in this staging environment.
